The Arab Center for Research and Policy Studies has published a new book by Azmi Bishara, Problems of Democratization: A Comparative Theoretical and Applied Study, which provides a summarization of a complex research journey, starting from modernization theories and criticism as the starting point of transition studies, through to 1970s studies of transition to democracy. The book moves on to investigate the outcomes of transition experiences in Arab countries that have hosted revolutions and popular uprisings in an applied study. It determines that transition studies as a field has significant limitations and provides theoretical conclusions as an Arab contribution to the theory of democratic transition.

Qatar's Foreign Policy: Strategy versus Geography

The Arab Center for Research and Policy Studies has published Qatar's Foreign Policy: Strategy versus Geography by Marwan Kabalan. The book deals with Qatar's foreign policy, its regional role, and more specifically with the roots of its dispute with Saudi Arabia. This issue has preoccupied the Gulf and Arab region for nearly three decades and the book lies sheds light on an almost unique case in international politics. Qatar is a small country that has overcome its security dilemma by playing major roles in a highly competitive region. The book also monitors the exciting interaction between the structure of the regional and international systems, and the aspirations of the Qatari ruling elite to play an influential role in international politics. It also investigates how Qatar has become a force for change in its regional system, and has managed, with varying degrees of success, to push for profound regional changes. This has put it in a state of confrontation with its powerful neighbours, especially Saudi Arabia, as well as with Iran, Egypt and the Emirates. Although the blockade has served as a potent reminder of the importance of geography, Qatar has once again been able to use effective strategies to bypass it without much cost.

The importance of Oil and Gas in Algerian-European relations (1956-2013)

A Political Science professor at Abdelhamid Ben Badis University, in Mostaganem Algeria, and member of the Transition to a Green Economy Laboratory, he holds a doctorate in International Relations from the University of Algiers 3. He is the author of Energy Security in Europe and TheFuture of Algerian-European Relations (in Arabic). The Arab Center for Research and Policy Studies has published Al-Arabi al-Arabi’s The Importance of Oil and Gas in Algerian-European Relations (1956-2013) as part of its “Doctoral Theses” series. The book analyzes the impact that Algeria’s mid-twentieth century discovery of fossil fuels and natural gas has had on the time-honoured relationship of Europe and the southern coast of the Mediterranean. Drawing upon the available quantitative data, the author queries the extent to which oil and gas were major determinants - subject to variation with high or low fuel prices - of Algerian policy towards the European Union, and whether the country’s decision-makers have been able to deploy these factors successfully in their tricky negotiations with European counterparts.

The ACRPS Democratic Transition Series has published Ahmed Ibrahim Abushouk's book The Sudanese Revolution (2018-2019), analytically documenting the December 2018 revolution that toppled President Omar Bashir and some elements of the Revolutionary Command Council for National Salvation. Having ruled Sudan since 1989, Bashir stood down on 11 April 2019, when the Supreme Security Committee announced that it would remove the head of the regime and stand with the revolution.
