It was accomplished after examining hundreds of laws issued in the State of Qatar over a period of more than sixty years - as contained in the Official Gazette, and the set of legislation published by the concerned authority - in order to reach the punitive texts and extract them from all other laws in force, which have not been canceled by the usual legislative tool. As a result, more than 180 laws were found, which included or included these penal texts, in addition to the Penal Code. Therefore, the book was divided as follows: Section One: Texts of the Penal Code. The second section: the punitive texts in the laws of the year 2000 AD and before. The third section: the punitive texts in the laws of the year 2001 AD 2010 AD. The fourth section: the punitive texts in the laws of the year 2011 AD and beyond. In the first section, the text of the Penal Code with all its amendments was mentioned, while in the rest of the sections, arranged chronologically, the case was limited to mentioning the punitive texts, or articles related to criminalization and punishment in those laws, except for a few laws whose articles were all included, and most of their articles are texts.
